Adopted by the Parliament of the Russian Federation «Duma» on December 18, 2012, the draft Statute on «Amendments to the Russian Federal Statute – «Industrial safety on hazardous production facilities» has caused a wave of discussions in the experts’ community.
On January 15, the Organizing Committee of the Russian National Conference «Industrial and Fire Safety of Energy Industry Objects” convened a meeting in the State Parliament, «Duma», to clarify some unenlightened items of the new draft Statute related to the energy industry. The President of this meeting was Anatoly Perov, head of the Energy Committee administration.
The members of the Energy Committee approved the Statute, but at the same time considered necessary to prepare amendments which would fully take into account all the specific features of the energy industry safety. As a result of this meeting, more than fifty amendments were finalized, and shall be submitted to the consideration of a State “Duma” for a second reading.
More than forty representatives of the Russian fuel-and-energy companies and members of the State structures supervising the industrial and fire safety guidelines took part in the bill discussion. In their opinion this meeting helped to establish a constructive and comprehensive position of the Energy Committee about a number of changes and additions to the industrial safety legislation.
For a further discussion about pending questions in the field of industrial safety, the participants of the meeting decided to carry out the Russian national conference «Industrial and Fire Safety of Energy Industry Objects» on February 28, 2013.
